App: Support --pkg-filter / JW_DEFAULT_PKG_FILTER

Browse source 
Add global --pkg-filter argument, defaulting to
JW_DEFAULT_PKG_FILTER. If it's specified, instantiate a
PackageFilterString from it, and initialize App's Distro instance
with it.
