py-defs.mk: Remove PY_PREREQ_BUILD[_DIRS]

Remove PY_PREREQ_BUILD and PY_PREREQ_BUILD_DIRS from py-defs.mk:
Apparently they're not used anywhere, and are costly in terms of
directory startup time.
