a655d03624 dirs.mk: Targets with same name as subdirs are not remade 
Hopefully fix unwillingness to remake targets with the same name as
subdirs.

711c42ea0a dirs.mk: Add default for SUBDIRS: $(FIND_SUBDIRS) 
- Conditionally default SUBDIRS to $(FIND_SUBDIRS)
  - Change condition for dummy targets from ifndef SUBDIRS to
    ifeq ($(SUBDIRS),) to be able to do that
