Templates (i.e. text files ending as .tmpl) are not part of jw-pkg
anylonger, but controlling the way they are installed is beneficial
to other packages, so add tmpl.mk back.
That said, the variable names will need some tweaking to avoid
collisions. Postponed.

This commit removes everything not strictly necessary for running
"make clean all" inside jw-build.
packaging jw-devtest. This cuts the repo down from 24077 to 4725
lines of code.
The idea is to
1) Further remove bloat from the remaining bits
2) Re-add what's necessary to build and package other essential repos.
The decision should be based on whether or not jw-build can also be
useful in a non-janware context.

This commit sees several improvements to the build performance:
- Introduce cache.mk, which creates makefiles caching often used
variables, per tree and per project.
- Define more variables with := enclosed in condistions, instead of
defining them with ?=, because the RHS of ?= is expanded deferredly.
- Add more definitions for executables.
- Move some more specialized definitions out into specialized makefiles,
notably htdocs.mk and tmpl.mk
