Jan Lindemann 2a67708fb1 build.cmds.BaseCmdPkgRelations: Add Module 
For requires, provides and conflicts, isolate the bulk of the code in
BaseCmdPkgRelations, then derive CmdPkgConflicts, CmdPkgProvides and
CmdPkgRequires from that class.
