Jan Lindemann 419d3b2a08 defs-cpp.mk, defs.mk, platform.mk: More cleanup to defs-cpp.mk 
- Group more consistently into overall default choices, template cascade and
  compiler flags
- Add definitions for st-nucleo-f103rb (for now)
