make: Remove INSTALL_PCKG_DEPS_DIR

Remove INSTALL_PCKG_DEPS_DIR and friends from jw-pkg. It was introduced with 2a4a95 in 2009 and has not seen much use since. By now it has been made obsolete by declaring dependencies in project.conf. One source of truth is enough.
